Can A 3GS Dropped In Water Be Repaired?

my daughter dropped 3gs in toilet. rice trick attempted no avail. can phone repaired or have replaced? in advance.

 

i've dropped 3gs in trashcan full of water(don't ask), , sank bottom. phone on , 3 hours didn't work correctly, screen flicker, earpiece didn't work, headphone jack didn't work, etc. end of day phone normal. didn't rice trick.
