FaceTime call can't be quit, have to manually restart?

hi all,

today , past few days i've been getting facetime calls don't know. today got courage answer hand on camera. after getting freaked **** out on person knowing name attempted quit call, found dismay found couldn't. had manually restart phone.

how receiving end have done this? , there way block facetime requests?
