Problem Activating iPhone 3gs

so story 2 years ago bought iphone 3gs in usa , moved israel jailbroken , unlocked. couple of days ago younger brother updated latest version stuck in activation screen , cant use not phone , not ipod.
can please give me step step guide on how can activate phone no sim usable again iphone or ipod?

not sure if latest redsn0w hactivate it. if not, can downgrade 4.1, hactivate redsn0w pass emergency/activation screen.
