Why do some themes not let you change wallpaper?

i'm using jaku theme , want change wallpaper. there way so?

 

look within theme's folder , wallpaper.png. should homescreen wallpaper. can replace whatever wallpaper long name wallpaper.png.

if it's lock screen wallpaper want change, lockbackground.png.
