Says "computer not authorized", but it is

several apps have been taken off iphone , ipad. when try put them on message: "you not authorized them on computer." i've followed instructions authorize computer , tells me: "this computer authorized." i've tried deauthorizing , reauthorizing , same results. i've deleted sc folder instructed , didn't work. i've changed user account
control settings , didn't work either.
have windows pc running windows vista.
suggestions?
