iphone 4s camera close up shots blurry

so im trying take picture of school id proof educational discount iphone camera literally wont take clear enough photo of it. camera takes beautiful pictures bit of distance, close horrible. yet, front facing camera looks crystal clear close. help?

 

then take further away , crop picture.
