Pages and Command+B

when try use command+b/i/u in pages, little error sound. have type something, delete it, , use shortcut, or have select menu. driving me insane. this? also, when have bulleted list, double tapping enter supposed end list. randomly, stopped working. why pages inconsistent? thanks.

 

could else on system have commandeered keyboard shortcuts? keyboard shortcuts work in other apple apps? have checked keyboard shortcuts in system preferences see if set else?
