Q about internation use of new iPad

i dithering between new ipad models: at&t vs. verizon. if either better international use? don't countries use gsm, at&t uses?

in other words if wanted use new ipad in other countries on occasion (mexico , europe) matter model (at&t or verizon) in usa? sure 3g modes quite different, right (gsm vs. cdma); 4g different also?

both models (verizon , at&t) appear have quad-band gsm on-board enabling use internationally. wouldn't make sense them include other reason.
