Alternative to Pogoplug? Wanting to access HD from anywhere

hey everyone,
looking @ pogoplug option make files accessible anywhere. have hard drive need carry around , rather able pull files "the cloud." don't want dropbox, want able plug large external hard drive , able access anywhere in world. problem pogoplug, i've heard, it's crap watching videos. have lot of avi files on hard drive i'd able access seamlessly. suggestions?

if i'm reading correctly, want connect hard drive network via computer or nas , able access files outside of local network on internet.

more complex seems. unless isp allows have static external ip address (which don't unless pay extra), won't able reliably find drive online because ip change on time , @ random since isp juggling new connections.
vpn (virtual private network) can solve this, setting 1 can challenging , speed not meet needs if you're trying play media files. i'm not familiar pogoplug, seems they're charging facilitate operation of finding volume on internet.

also, unless have internet connection high upload bandwidth won't able access files fast no matter how fast connection happen using is. in us, high speed internet based on cable, has abysmal upload bandwidth peaking @ around 100kb/s; not enough serve media files on internet.

tl;dr you're better off either bringing external hdd or paying actual cloud storage via dropbox or other such provider since have fast, stable hardware extremely fast , reliable internet connection.

caveat: i'm not networking expert means, if i've made mistake here, please correct me.
