How to get iPhone replaced?

i have iphone 4s 16gb verizon, , bought bad esn. however, thinking making refurb replacement. have done non-power on ipod touch 32gb, , worked. 4s in great condition, , truthfully, nothing wrong it. can do? want new 1 esn clean. thanks.

 

throw in water , pay $200, or keep phone , don't commit fraud.
