iWork iOS apps will not sync with iCloud

if create pages, numbers, keynote doc on iphone 4s not synced icloud account.
documents on icloud (created , synced ipad) not sync down iphone.*
photostream, however, work.
icloud backup works.
it's iwork documents not propagate , iphone.

updated.
settings turned on.
thing on same icloud account.

have toggled on , off , reset.
have erased iwork apps , reinstalled.
have singed out of icloud account on , signed in.
have erased phone , reinstalled scratch.
and, have spent 2 hours talking 4 different "geniuses" @ smithhaven, ny apple store on 2/16/12.
friendly , dedicated offer no , sent me home with shrug of shoulders.

i try deleting iwork apps , icloud account phone. restart device , add icloud account, making sure docs in cloud on. there download pages, numbers, , keynote app store (not syncing itunes) , fire them individually. should ask first time open app if want use icloud.
