Restart required to wake up my 27" Cinema Display when I connect my MacBook Air

up until few weeks ago, use able connect macbook air (latest generation) 27" cinema display , wake up, shift desktop laptop display, , work. now, when connect cinema display macbook air, 1 of 2 things happen. usually, display won't react @ all, , have restart macbook air in order cinema display wake up, or, cinema display wake up, desktop move laptop display, cinema display show blue screen , can move cursor , forth between displays , switch fullscreen apps screen stays blue , have force restart.

how fix this?

 

is happening in mac os, or, booted windows?
