Activate used iPhone 4 with no sim?

i bought used iphone 4. want use wifi phone using gv , talkatone , ipod. there way activate phone internet use , music playing without sim card? if not, at&t go phone work sim card?

 

i'm not sure if there way activate without sim, gophone sim work. not need active.
