Ipad 3 Charging Issues

my 'new' ipad connected wall using included 10w adapter , charged. displaying "not charging" , not typical charged battery icon.

understanding, ios products use tickle effect when charging "beyond" 100%, battery charge , discharge.

leads me question: my ipad behaving this?
