what is causing this?

i have phone locked passcode , set not allow siri if passcode enabled. siri activating anyway, , letting me bypass code saying "check email" clicking on email , pressing home button. not directly after reboot or respring, if lock phone again siri enabled on lock screen. 1 of jb tweaks causing this
