Best Options for VOIP on iPhone 4

apartment has terrible cell phone signal- point hear me have walk window every single time phone call. wi-fi, on other hand, great, (just got new time capsule dispense speedy 34 mbps cable connection ). know if has suggestion voice on ip app iphone- ideally 1 used current phone number, not prerequisite.

i've tried google voice mixed results. opinions or ideas?
