PowerMac G4 QuickSilver does NOT chime NOR boot - Help

well, i'll start saying first mac ever enjoyably owned b&w yosemite g3 brother owns avatar labs (did animation work harry potter , matrix - macs out wazoo) bought , set me in day os x 10.3 panther. loved it.

fast forward , i've been through g5's, intel mac minis, , main machine powerbook g4 1.67ghz laptop runs great need.

i've been digging thought of getting dual 1ghz g4 quicksilver acquired , running.

here's problem -

bought knowledge "for parts" - seemingly honest , respectable seller , fellow mac enthusiast said chimed last time turned on.

not chime , power button remains lit when it's pushed in. hard drive not spin when ata cable plugged in, spin when pata/ata cable unplugged machine - if motherboard/mac telling hdd remain still , not spin up.

i've tried resetting pram, bought new $15-20 battery (i'm next positive it's right one), tried reseating memory in different slots, reseating gpu, unplugging hdd , dvd drive , plugging in 1 , other.

no results.

i've read of other people encountering situation. seemed have resolved cuda reset , new battery. others new power supply , 1 or 2 reseating processors. yikes. i've rebuilt , reseated g5 machine's processor i'm not familiar g4 socket , that, should doable, hear thoughts first.

it's in incredibly condition , nice dual 1 ghz machine i'd use daily driver.

tl;dr - read below "here's problem"

seriously no ideas anyone?
