Questions about iPad to iPhone tethering

i remember reading can tether ipad iphone using bluetooth. uses less power , stuff. had few questions this, because instead of buying 4g ipad.

1) can leave bluetooth on 24/7, , not have take phone out of pocket hotspot turn on?

2) procedure when try online ipad? if don't have wifi, automatically establish connection iphone? if have wifi use wifi instead, or keep using tethering plan?

basically, i'm looking tethering solution right thing. don't want have pull out phone every time want start tethering. don't want play around in settings on ipad, or toggle wifi on or off each time. want tap on safari, or otherwise access internet, , have ipad make right choice on how should connect internet.

tell me, possible? otherwise may have pony $130 , 4g ipad instead.
