New iPad Charge Vibration

is else experiencing pretty bad? normal?

 

i think you're talking electrostatic charge on metal parts of ipad charging?

if so, it's normal -- happens apple's metal laptops varying degrees well, if charging 2-prong charger.

it's caused charger not being grounded. if use 3-prong adapter, static charge go away. it's phenomenon known "leakage".
