Missing "use side switch to" & Misplaced "sounds" and "brightness" setting

sorry if posted in wrong forum, having problem ipad, seen in title of post. cannot set side switch lock orientation because setting missing! not sure whether because of installed application, , if ever due that, not know application may have caused it! don't want end restoring ipad , lose stuff in it. attach picture better understanding of mean.
