How to format a USB stick (not what you think)

hello.

have usb stick. seems partitioned two. 1 of can read, write , format @ will, other 1 read only. doesn't show in disk utility mounts when plug in. when try erase in terminal "error: -69877: couldn't open device". under cd partition scheme. ideas on how can format whole thing?

is normal usb flash memory thumb drive or did come computer/device install medium?
have access windows (boot camp, vm or other windows pc), try disk management?
