Convert Scan to PDF

what application can take scanned file , convert on pdf can cut , past text? have scan program comes scanner, nothing convert text can copy it. did search, not find anything. hopefully, there free program this. still have old g5 , works great!

is there no ocr scan software included scanner?
tried preview > file > import scanner yet?
