Photos not on iPhone

i have 3gs 5.1 installed. brought iphone friend repair (i dropped earlier). had old backup of mine 67 photos in it.

backup put on phone. when got home, put own backup on straight icloud. there, apps , before sent friend. but, 67 photos still on it.

when plug phone socket , it's connected wifi, shows downloading other 6 hundred , photos, it's doing nothing. keeps on showing "downloading photo 68 out of 688" nothing happens.

idea how can put other photos?

if it's bit unclear, apologize cause i'm in hurry right now.
