Iphone 4S setup

seems iphonbe 4s *requires* valid sim card setup iphone 4s.

however, when "network part" of welcome screen in ios5.1, askes me either chose list (amoung them, mine) wi-fi, or activate on 3g, prefer not not either.

mean phone unusable until go through ? i'd skip it. can "enable/disable location services"

pressed home button nothing, gave me emercy call or start over, takes beginning anyway.

 

the iphone has activated, before can use it.
