Using Verizon LTE iPad with AT&T 3G

suppose comes down whether new ipads gsm locked (i don't think first , second ipads were).

since new verizon ipad includes sim card slot , support hspa+, use at&t's 3g/fake 4g network? wouldn't work at&t's lte network because of band differences.

think would, it's possible it's locked verizon carrier, support international carriers. can confirm either way?
