MS Office Font Issue that wont go away...

has encountered issue times new roman size 12 font looks strange.
here's example of 2008 (left) , 2004 (right)?

idea on how can fix this?

clearly have enabled small caps typestyle. why have enabled anyone's guess. check normal style.
