How to Manually Add Ringtone?

i have iphone 4s. have ringtone i'd put on. .m4r file. opened in itunes , loaded fine. won't sync iphone though. i've tried can think of , had resort using ssh manually add file phone. why won't itunes sync it? i've recreated file twice make sure wasn't encoding error.

, also, there way add custom ringtone custom ringtone section on phone using ssh? know can add them default list don't want there - want custom tones rest of them.
