'Setting Time Zone' arrow is still there (!)

so… know how, if went location services in settings , looked under 'system services', 'setting time zone' permanently have activity arrow next it, whole bunch of turned off try , fix our battery woes?

i've upgraded ios 5.1, , turned on out of curiosity. it's still there. after restart.

that's 1 of things hoped fixed 5.1, too. it's problem on ipad 2; iphone 4s doesn't exhibit bug.

after installed 5.1 on ipad played around different combinations of turning off wifi, location services, setting time zone , arrow went away minute later returned stay on.
