Can an app be installed using iTunes without jailbreaking an iPad?

i need simple app developed. not want sell in apple store or have publicity available. want able install on ipad using itunes. possible or must jailbreak ipad before can install custom app on not registered apple?

 

to install on *any* ipad without app store or jailbreaking you'll need enterprise developer license. it's few hundred dollars year, , need supply company info enroll. individual people can't enroll.
