How Do I.... (Music in the cloud question)

when open music have music have locally on device why doesn't of music purcharsed itunes appear little "download cloud" button. it's annoying having open itunes app , navigate purchased! can have local , "cloud" music appear in music app download?

 

if understand question, itunes match provides functionality. i'm not aware of way without itunes match.
