Uses a iPad as a screen for a mini without a wireless router?

is possible? can set wireless network mini. use splashtop connect desktop pc @ home. mini have use me if take away in caravan , use ipad screen. know in worst case take router, or screen caravaning reducing amount of kit take away, , wattage limited on sites.

 

i believe creating hotspot mini , having ipad connect it.
