Is it possible to unlock an iPhone 3G without jailbreaking?

i own iphone 3g , prefer clean install functionality other gsm networks. @ possible?

jailbroken on 3.1.3 , unlocked. refuse update because phone archaic , 4.x quite disaster on it. please let me know if there way can achieve this.

 

if carrier unlock yes other wise no.. other jailbreak unlock. 3.1.3 best ios 3g imo smart. might have app issues though.
