Safari (Windows) download bug?

on recent versions of safari (windows), clicking on download link 'unloads' page clicked from. it's trying load download script if webpage.

url url of download script, , use "_self" blank window doesn't pop when clicked. works fine on other browsers, including older versions of safari on windows (fine in 5.0.2, broken on 5.1.2, 5.1.4), safari on mac, ie, firefox etc..

has else seen this? i'm not sure if it's "bug", it's different , inconsistent behaviour. there bug-reporter page safari?
