Power went out now apple tv won't turn on

the power in house went out today. went , tried use apple tv when came on , when start apple logo shows goes loop tv flash green , static go black. it's apple tv because doesn't show on phone/network , tv works fine else.

clarify atv2

 

was surge protected? can't see being fixable, repair/replacement.
