Is OS X flaky with Dual Monitors?

i connected second monitor 2011 mac mini. they're both hp lp2475w's. took several cable swaps menu , tool bars appear on left monitor. have, stay there after monitors power sleep. can't same applications. apps on second monitor - 1 without menu , tool bars - appear on first. in every instance, chrome browser window resized smaller, both top , bottom. looks it's done avoid overlapping menu , tool bars. way os x works?

other problem background on 1 monitor ignores setting. when bring desktop , screen save, both dialog windows show same selected background, primary monitor shows gray. there trick this?

tried asking on apple os x forum , got no response. figure mac mini users have dual monitors.

 

it's mac os x 10.7 lion still has problems dual monitor setups.10.2 10.6 worked fine dual monitor setups, in experience.
