iPhone messages to an iPad using only iMessage?

i wanted others' opinions on because think ios bug iphone... apologize if known did spend significant amount of time googling first no avail.

go messages app , click send new message. click contacts , select contact of instance, has ipad. if person has no phone number contact, "no phone numbers" screen , can't go further.

try phone app. go contacts in phone app, select same person, , presented multiple options including "send message" or whatever. if click that, opens messages app new message , ipad user recipient , works fine.

why have go through phone app send message ipad user contacts? should able send message straight messages.

oh , way, problem doesn't exist on ipad. when select contact messages app puts them recipient new message should.
