ipad elderly dad - 3g if the dont have internet?

hello,
considering laptop vs ipad 84 yr old dad...since doesn't "create content" thinking ipad might easier "consumption"(browsing/surfing, email, , content viewing.

not @ computer savvy, doesn't have internet (since cancelling aol dial up)

questions:
ipad right him vs cheap $400 pc based laptop?
and...
can ipad 3g , not need hi speed internet (he has direct tv, trying avoid 45-60/month internet bill, since doesn't use much...

suggestions , advice.

 

i think once learned basic navigation of ipad how things great him. never old or young imo
