"Unable to check for update" in just 1 device

hey guys. i'm getting message while trying update ota in iphone 4.
in fiance's 4s , in ipad 2 update works fine, under same wifi network.

i've tried:
- resetting power , home button
- resetting network configs
- setting dns google (8.8.8.8) , opendns in wifi settings , in router

ideas what's going on?

able update wife's verizon 4s not verizon 4. frustrating!
