*URGENT* How reliable is find my "i", and restoring questions

my ipod touch got taken on bus today, , i'm frantic it. ipod touch important , valuable me , considering mom has no sympathy towards helping me new 1 , don't have way money new one, i'm relying on school & find find stolen/misplaced touch. ipod touch had lock-code on supposed enable 15 minutes after being locked. here 2 questions.

1) sent message using find i, of course way that's going through if wireless signal obtained. if wireless signal never gets through (in case of ipod not being connected wifi network before passcode lock kicks in), pretty wasting time trying find i?

2) if ipod taken, , passcode in effect, if plug ipod computer , try restore, automatically restore , make whole new ipod? or have plugged authorized computer?

help...i'm depressed right this...

number 1 : yes suspicions correct. find ipod major league catch-22 because won't able connect network unless have access device. unless go public spot you've been to, or maybe go att/apple store or (and you've made known network) device may never connection.

number 2, need initiate dfu mode restore , password erased (as data).

sorry loss. doubt school help, i'd write off (tough may be). young boy, got gameboy stolen many many years ago; have of stuff insured.
