Congratulations You won! This is not a joke ad removal

hello all,

have been getting ad says "congratulations won!" saying not joke, has stupid yellow smiley face , showing on many different sites.

don't think normal many sites never agree ad.

have tried clear , reset safari, delete , reinstall flash still showing up.

suggestions on how remove evil thing?

are using ad-blockers? also, check dns settings reading: why being redirected other sites?
have installed apps recently? if so, torrent sites?
