If I get AT&T 4G iPad, then cancel data service...

if 4g ipad at&t , cancel data service, still able access at&t wifi hotspots advertise can use 4g model? or there way can use these at&t hotspots when ipad sim card has active data service?

set on black 64gb wifi ipad, if buy 4g model, yet cancel data service after first month yet still use out of at&t hotspots, i'd interested in idea. thoughts?
