Always Windows defualt at Startup

i have several dual boot imacs in classroom. have default macos. couple want have boot windows default @ startup.

set default startup windows, happens revert macos.

startup selection setting stored in preference file? or stored in hardware?

use radmind manage macos, i'm speculating overwriting preference selection make.
