Ipad tethering to iphone

hi
tethering macbook iphone 4 ( using personal hotspot on ios 5.1)and using unlimited data plan 3 network.

when tether 3rd gen wifi ipad iphone, connects fine open safari tethering block message 3.

how 3 know it's ipad?, there settings on ipad can change network thinks macbook?.

don't understand why can tether macbook not ipad?.

please help, can't find info on this.

 

no 1 else has problem?, makes me think more it's sort of setting might have wrong?.
