Going to another country. Will these steps stop unwanted charges?

hi all
visiting country , have 4s. i'd able receive calls in emergencies , use wifi. if following keep me getting surprise charges?

1) turn off cellular data (i don't see option turn off roaming data too)

2) turn off location services

3) turn off push , set fetch manual

4) turn on wifi

want able imessages , emails via wifi. want ability receive phone calls in case of emergency. did needed don't incur unwanted charges?

if turn cellular data off , have wifi on, calls made free right?

 

how planning make calls via wifi? stock phone app? won't work. you'd need googlevoice or skype or something.
