Voice Dictation USA only?

i noticed canadian purchased ipad 3 has no microphone icon on keyboard...is only?!? missing something?

aw hell no! dictation feature on apple.com/ipad not apple.ca/ipad...oh please no...

 

i'm in canada. mine has it.

when set first time, asks if want enable dictation. maybe hit no?
