(Verizon) Cellular Service Enabling Itself?

this second time has happened me , never happened on ipad 2 w/at&t.

i've turned cell service off can better manage (cellular) data usage outside of wi-fi. cart ipad work me (no wi-fi) in case want use @ lunch etc. , when checked today , yesterday, wireless had been turned on when i'm positive had toggled off. missing setting and/or normal behavior? it's pissing me off. wtf?

 

wow, never happened on at&t ipad. until answer try airplane mode. luck
