Notes are saved in iCloud and restored even if they are turned off

i kept searching more info on found nothing.

in settings/icloud - notes off. didn't make @me.com email address. still did testing yesterday, erased iphone, , restored icloud. several times (i did many tests) , each time notes restored back.

1 test did, add new lines in note, after new back-up made. new lines not in backup.
expected, when restored icloud backup, new lines note not there. notes in backup restored.

can confirm ?

 

the backup, stored in itunes or icloud of data (including notes) on phone.

icloud service, sync notes between devices. that's you're turning off in settings.
