Getting excessive quote notifications from one user

i'm conversing user putting full quote header in every section of posting responds to. "technique" winds generating 20-30 quote notifications in each message person sending me. user didn't seem understand why might annoying other users.

bbs software detect , send 1 quote notification per message?

"technique" violation of ground rules mr discussions, or recommend ignore when user deliberately this?
