iOS 5.1 hotspot bug?

i'm not sure how describe this, seems problem this:

whenever activate personal hotspot feature on iphone 4 running ios 5.1, navigation , touch input gets all...wonky. overly sensitive, 1 tap registered 2 taps, touching 1 area of screen registers touch in different area of screen, bizarre stuff. it's i'm using pc trackpad , mouse, , palm resting on trackpad causes cursor go haywire when want use mouse exclusively. that's closest experience i've had computer wise compare experience with. i've rebooted phone no avail, , seems causes bug activating personal hotspot.
