An app like Trapster

hi guys!

want try developing app trapster, users can report police control easy.
i'm new @ ios programming.

want app map, , uses gps. when user presses "report" pin shows @ spot person is. "pin" valid 2 hours , disappear.
want push notification system. want user have opportunity decide how many meters before reaches "pin" nearby before notification. " police control "x" meters. take easy "

should start? need tutorials how make app this.
